NPFC was founded under the cooperation between Chinese government and United Nations to improve and protect agricultural ecology in China and the Asia and Pacific region and accelerate the R&D of water-based new pesticide formulations and Surfactants, such as Emulsion in Water (EW), Suspension Concentrates (SC), Flowable Seed Treatments (FS), Water Dispersing Granules (WG), Capsule Suspension (CS) to substitute old large-size used formulations, such as Emulsifialbe Concentrate(EC) and Wettable Powder (WP). The goal of NPFC is to upgrade Chinese pesticide formulations industry and promote the economic development.
　　 There is a 30-technician team working in NPFC. Most of them have been sent to developed countries for training course, study tour and joint-research for several times. Among them, there are 2 technicians enjoying the central government special allowance and 4 professors. On the other hand, NPFC employed 12 technical consultants home and abroad, including 7 international experts.
　　 Total land area of NPFC is 1.8 hectare, and total construction area is 9500 square meter. The research center equipped with more than 80 sets of advanced equipments and instruments including particle size distribution meter, rheolog meter, high speed and pressure homogenizer, TV photo microscope climate growth chamber, Dyno mill, pelleting machine. And two physical-chemical and biological analytical laboratories have been established to ensure the quality of products reach the international standardization.
　　 There is a pilot plant belongs to NPFC, and 6 set of environmental friendly pesticide formulation research, development and manufacture units were set up, such as Emulsion in Water (EW), Suspension Concentrates (SC), Flowable Seed Treatments (FS), Water Dispersing Granules (WG), Capsule Suspension (CS). Total capacity per unit is 2000 tons per year. All key equipments are imported from developed counties. The manufacture process reached international level. NPFC was certificated by ISO9001:2000.
　　 Today the center is evaluated as one of the best equipped centers in Asia by UN mission.
